Most shoulder pain is a tendon that has stopped tolerating the load you ask of it, not a tear. Resting the arm weakens the small muscles that keep the joint centred, so the pain hangs around, and pulling it into a big stretch asks for more than it can take today, so it flares. What settles it is work in a range the shoulder accepts right now, growing as it can take more. That is what every clinical guideline puts first.
